Which plumbing jobs need a permit in Houston?
Texas law sets the baseline. Section 1301.551 of the Texas Occupations Code requires cities with more than 5,000 inhabitants to regulate plumbing by ordinance and to require a permit, except for repairing leaks and replacing lavatory or kitchen faucets, ballcocks or water control valves, garbage disposals and water closets.
The Houston Permitting Center lists separate permits for each type of work. A few that homeowners meet most often:
- Water heater: required for replacement and installation. The permit page lists $34.24 for the first three heaters plus a $33.56 admin fee, with a minimum permit fee of $97.56, and says plan review is not needed for a single-family residence.
- Plumbing fixtures: required, but the fixture permit page says toilets, lavatory and kitchen faucets and garbage disposals are exempt.
- Sewer connection and gas connections: separate permits, both obtained by a registered master plumber.
Each of these permits must be obtained by a master plumber registered with the City of Houston, and an inspection is required. The fee pages also list a $91.05 minimum in one place and $97.56 in another, so confirm the current figure with the city. Suburbs such as Katy, Sugar Land and Pearland run their own permit offices, so check with your city if you live outside Houston city limits.
Can you do your own plumbing in Houston?
Sometimes. Section 1301.051 says a property owner does not need a plumbing license to do plumbing in their own homestead. The City of Houston offers a Homeowner's Plumbing Permit for owners who own, occupy and have the property registered as their homestead and who do the work themselves. The city lists a minimum fee of $86.39 plus the admin fee, $116.11 in total, and all work must be inspected and meet the current plumbing code. Most people still hire a licensed plumber for gas, sewer and water heater work.

Questions
Frequently asked questions
Do I need a permit to replace a toilet or faucet in Houston?
Usually not. Texas Occupations Code Section 1301.551 exempts replacing water closets, lavatory and kitchen faucets, ballcocks and garbage disposals, as well as repairing leaks, and the Houston Permitting Center's fixture permit page lists toilets, faucets and disposals as exempt. Adding new fixtures or replacing a water heater does need a permit.
Who pulls a plumbing permit in Houston?
For most work, a master plumber registered with the City of Houston. The Houston Permitting Center says licensed master plumbers must register their state license with the city, and that registrations must be in good standing to schedule inspections. The exception is a homeowner doing their own work under a Homeowner's Plumbing Permit.
Are the cost ranges on this site Houston prices?
No. They are national ranges from published cost guides such as HomeGuide, HomeAdvisor and Angi, labeled with each guide's year. No public agency publishes Houston-only plumbing prices. Use the ranges to judge whether a written quote is in a normal band, and ask each plumber to separate labor, parts and permit fees.
