Who supplies water and sewer in Pearland?

Inside city limits, the City of Pearland is the utility. Its Public Works department includes a Water Production division that supplies the city and surrounding areas, a Distribution and Collections division that repairs and improves water and sewer infrastructure, and a Wastewater Treatment division. If your water bill comes from a municipal utility district rather than the city, the district is your utility instead. Your water bill shows which one you have, and the TCEQ Water Districts Map Viewer can confirm a district.

Which plumbing work needs a permit in Pearland?

Pearland's Community Development department handles permits and inspections. Its permit application form states that separate permits are required for electrical, plumbing, and heating and air conditioning work, and asks for the master plumber license number when a plumbing subcontractor does the work. State law sets the baseline: Texas Occupations Code 1301.551 requires cities with more than 5,000 people to require a permit before most plumbing work. The exceptions in the statute are repairing leaks and replacing lavatory or kitchen faucets, ballcocks or water control valves, garbage disposals and toilets. A water heater replacement, repipe or sewer line replacement is outside that list, so plan on a permit and ask the city to confirm.

Inspection Services is at 3523 Liberty Drive, and the city accepts permit applications and fees online through its eTRAKiT portal, according to the city's residential permit information sheet.

What does Pearland require of plumbing contractors?

The same information sheet lists what the city expects before it issues a residential permit:

  • Plumbing subcontractors must have a State of Texas Master License and a certificate of insurance.
  • The general contractor must be registered with the city and have a current certificate of insurance on file listing the City of Pearland as certificate holder.
  • Inspections for new homes include plumbing ground before the foundation, plumbing rough with the framing inspection, and a gas test before gas turn-on.

The sheet is written for builders, but the takeaway for homeowners is simple: a plumber working in Pearland should be able to give you a master plumber name and license number that shows up in the state search.

How old are homes in Pearland?

Pearland is one of the newer cities in the metro. Census Bureau survey data for 2020 to 2024 count about 47,600 housing units with a median year built of 2003. About 34 percent were built from 2000 to 2009 and 25 percent from 2010 to 2019; only about 11 percent predate 1980 (ACS tables B25034 and B25035). For homes of that age, water heater replacement and leaks under the slab are common questions. See our water heater guide and the Houston plumber cost guide to judge a quote.

Does flooding matter in Pearland?

Clear Creek is one of the watersheds the Harris County Flood Control District lists among its projects, and flood risk varies by street. Heavy storms can push stormwater into sewer lines and back up through floor drains and low toilets. Our sewer backup guide explains backwater valves and insurance.

How do you verify a plumber who works in Pearland?

Texas licenses plumbers at the state level, through the Texas State Board of Plumbing Examiners (TSBPE). Under Texas Occupations Code 1301.351, a person other than a responsible master plumber may not do plumbing unless they hold the proper license, registration or endorsement and their work is supervised by a license holder. Anyone who advertises plumbing must secure a responsible master plumber, and license holders must carry the license on them while working. That rule applies the same way in Pearland as anywhere in Texas.

  1. Ask for the name and license number of the person doing or supervising the work, not just the company name.
  2. Search it in the Texas plumbing license search, by name or license number.
  3. Confirm the status is active and the license type fits the job.
  4. Get a written estimate that lists the scope, materials and price before work starts.

Homeowners have one exemption: Section 1301.051 says a property owner does not need a plumbing license to do plumbing in their own homestead. Someone you hire, including a handyman, is not covered by it. Our guide to choosing a plumber covers estimates, payment and warning signs in more detail.

How can this site help?

This site is an independent homeowner guide. We are not a contractor, we do not perform plumbing work and we do not answer phones. To reach a plumber, call one of the licensed contractors listed on this page or see all listed contractors. Questions about this guide: email us. We do not take service requests. Run the license checks above on anyone you hire, including the contractors listed on this page. If water is actively spreading, start with our emergency steps first.

Questions

Frequently asked questions

Do I need a permit to replace a toilet in Pearland?

Texas Occupations Code 1301.551 lists replacing a water closet among the jobs a city does not have to permit, along with leak repairs and faucet, ballcock and disposal replacements. If the work moves piping or adds a new fixture, it falls outside that list. Ask the city's Community Development department to confirm.

Where are Pearland's permit and inspection offices?

The city's residential permit information sheet lists Community Development and Inspection Services on Liberty Drive, with 3523 Liberty Drive for inspections, and says permit applications, fees and status checks are available online through the eTRAKiT portal. Licensed contractors also register with the city.

Is my Pearland home on city water?

If you live inside city limits, the City of Pearland Public Works department supplies water and treats wastewater. Some subdivisions with a Pearland mailing address are outside the city and served by a municipal utility district. Your water bill names the provider, and the TCEQ Water Districts Map Viewer can help confirm it.
