Who supplies water and sewer in Sugar Land?
Inside city limits, the City of Sugar Land Water Utilities Department runs the water and wastewater mains. Its emergency services page says the city maintains main lines in utility easements along property lines, while the property owner is responsible for the water and wastewater lines that connect to those mains, including any repair or damage from breaks in the house or under the yard. The city adds that sewer-related coverage usually has to be bought separately or added to a homeowner's policy.
For emergency water turn-off, meter leaks, main breaks, hydrant leaks or clogged and overflowing wastewater mains, the city lists 281-275-2450. Business hours are 8 a.m. to 5 p.m. on weekdays. After hours the same number reaches an answering service; give your name, address, phone number and a brief description, and the city says a representative will contact you within 30 minutes. If your water bill does not come from the City of Sugar Land, your provider is a utility district and its rules apply instead.
Which plumbing jobs need a permit in Sugar Land?
The city's homeowner permit brochure lists plumbing permits as required for:
- Water heaters
- Repiping interior or exterior water lines
- Repair or replacement of exterior sewer lines
- Plumbing drainage pipe repairs underneath the home
- Water softener installation
- Irrigation systems and backflow devices
- Gas line repair, replacement or addition, inside or outside
- Repair, replacement or installation of any part of the plumbing system
The brochure also lists foundation repairs under building permits, which matters if a slab leak repair involves breaking or lifting the slab. Permits are good for 180 days. The brochure says the city inspects to the 2015 ICC codes and the 2020 National Electrical Code. Applications and fees run through the Permits Division online portal.
Can a homeowner pull the permit?
Yes. The brochure answers both questions directly: a homeowner can apply for a permit and can act as their own contractor. That lines up with Texas Occupations Code 1301.051, which lets a property owner do plumbing in their own homestead without a state license. If you hire someone, the brochure advises confirming their licenses are current and registered with the state, confirming insurance, asking the contractor to add you as a contact on the permit and requesting a copy.
How old are homes in Sugar Land?
Census Bureau survey data for 2020 to 2024 count about 39,900 housing units in Sugar Land, with a median year built of 1994. About 33 percent were built in the 1990s and 24 percent in the 1980s; only about 4 percent predate 1970 (ACS tables B25034 and B25035). Homes from the 1980s and 1990s are now at the age where original water heaters, shutoff valves and sewer laterals often need attention. Our slab leak guide and leak detection guide explain what to expect.
How do you verify a plumber who works in Sugar Land?
Texas licenses plumbers at the state level, through the Texas State Board of Plumbing Examiners (TSBPE). Under Texas Occupations Code 1301.351, a person other than a responsible master plumber may not do plumbing unless they hold the proper license, registration or endorsement and their work is supervised by a license holder. Anyone who advertises plumbing must secure a responsible master plumber, and license holders must carry the license on them while working. That rule applies the same way in Sugar Land as anywhere in Texas.
- Ask for the name and license number of the person doing or supervising the work, not just the company name.
- Search it in the Texas plumbing license search, by name or license number.
- Confirm the status is active and the license type fits the job.
- Get a written estimate that lists the scope, materials and price before work starts.
Homeowners have one exemption: Section 1301.051 says a property owner does not need a plumbing license to do plumbing in their own homestead. Someone you hire, including a handyman, is not covered by it. Our guide to choosing a plumber covers estimates, payment and warning signs in more detail.

Questions
Frequently asked questions
Who pays for a broken sewer line in my Sugar Land yard?
The homeowner. The city's emergency services page says the city maintains main lines in the utility easements, while the owner is responsible for the water and wastewater lines that connect to them, including breaks in the house or under the yard. Ask your insurer about a sewer line endorsement, which the city says usually costs extra.
What number do I call for a water emergency in Sugar Land?
The city lists 281-275-2450 for emergency water turn-off, meter leaks, main breaks and overflowing wastewater mains. After hours, an answering service takes your details and the city says a representative calls back within 30 minutes. For a leak inside your home, close your own main shutoff first.
Does a slab leak repair need a permit in Sugar Land?
Likely yes. The homeowner brochure lists plumbing permits for drainage pipe repairs underneath the home and for any repair or replacement of the plumbing system, and it lists foundation repairs under building permits. Ask your plumber which permits they will pull, and request a copy for your records.
